CONTRACT SPECIALIST (Title 5)

This position is located in the Purchasing and Contracting Division of the United States Property and Fiscal Office (USPFO). The primary purpose of this position is to provide sound business advice in the planning and execution of pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office. Ensure timely submission of technical progress reports and performance metrics. Execute post-award contract performance management actions on assigned contracts. Analyze price and cost elements of the proposed change(s) and obtain audits when required. Monitor and evaluate contractor performance for compliance with terms and conditions of contracts. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Experience:
Applicants must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions. Defense Acquisition Workforce Improvement Act Certification The Defense Acquisition Workforce Improvement Act (DAWIA) requires specific training requirements for current contracting and acquisition employees. To be considered for this position, you must have completed the required DAWIA training for Level II certification. SPECIALIZED EXPERIENCE :
Must meet minimum education requirement. Must have at least 12 months at the GS-11 grade of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks:
Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies. Held a Contracting Officer Warrant. PART-TIME OR UNPAID
Experience:
Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
