HR SPEC (HUMAN RESOURCE DEVELOPMENT) (Title 5)

Organizational assignments encompass problems of more than average difficulty, combined with limited management advisory service functions or assignments are of average difficulty and are combined with full responsibility for management advisory service functions. Independently resolves difficult issues/problems requiring consideration of the total human resources management program. Applies a comprehensive knowledge of human resources management to advise on the full range of life cycle functions and assist management in accomplishing their human resources management responsibilities. DUTIES NOT ALL INCLUSIVE:
Provides technical services on assigned portions of position management, classification, staffing, and human resources development programs; and provides the full range of technical support regarding management-employee relations. State point of contact for the Human Resources Development Program. Ensures program goals are in compliance with OPM, DoD, DA, DAF, NGB and other governing legislation or agencies. Undertakes studies to determine immediate and long-range training needs of employees engaged in complex work at serviced facilities. Provides career counseling to employees to assist them in identifying realistic career objectives and in obtaining required skills through training initiatives. Maintains student training enrollment and completion records. Analyzes training course cost and develops training program budget. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Experience:
Experiences gained through civilian and/or military technicial training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED
Experience:
Must have at least one year of specialized experiences at the GS-11 level which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Do you have specialized experience in personnel core competencies:
Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Must have experiences in executing personnel programs and Human Resources Information Systems. Must have knowledge and understanding of a variety of personnel arena:
manpower, benefits, retirements, training, EEO, labor, personnel processing systems and governing HR regulations/rules/policies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
